Free SHS: “For Those Who Don’t Understand English, Review Doesn’t Mean Cancel”- Mahama | Gh Edu Pro

President John Dramani Mahama has once again addressed concerns about his stance on the Free Senior High School (SHS) policy.
Speaking at the swearing-in of 13 deputy ministers on March 12, 2025, he made it clear that his plan to review the policy does not mean he will cancel it.
“We’ve also proven through the budget statement that review does not mean cancel. Once and for all, for those who do not understand English, review does not mean cancel.”

Mahama’s comment was aimed at critics who claim that his proposal to review the Free SHS policy is a plan to scrap it. He assured Ghanaians that the policy would remain but needed improvements to function better.
Mahama explained that one way to sustain the Free SHS program is by uncapping the GETFund. According to him, this would provide enough money to support the initiative and prevent financial struggles in the future.
“We have finally found a remedy to the long-lasting problem of the lack of dedicated funds for Free SHS. By uncapping the GETFund, we have freed resources to underwrite the single largest allocation to the Free SHS programme, and that is ¢3.5 billion since the programme started in 2017.”

The former president also praised the 2025 Budget Statement, saying that it includes policies that will create jobs for the youth and help the economy recover.
“The budget has outlined specific interventions across all sectors as contained in our 2024 Manifesto aimed at revitalising our economy and reducing hardship. These policies are also aimed at improving education, healthcare, roads, energy, agriculture, trade and agribusiness, and other areas, all with the overarching objective of creating jobs for our people.”
