Second Semester Crisis Looms in Colleges of Education as CETAG, UTAG, and TUTAG Issue Strike Notice – What You Need to Know [Watch Video]

The second semester for Colleges of Education is scheduled to begin on 16th June 2025.

Three major teacher unions—UTAG, TUTAG, and CETAG—have issued a strong warning to the government over delays in the payment of the Book and Research (BRA) Allowance.

In a joint press release dated 9th June 2025, the unions said they are disappointed by the government’s failure to release the exchange rate needed to process the BRA allowance. They described the delay as unfair and harmful to the academic community.

“This delay has caused significant uncertainty and frustration among our members, who depend on this critical support for their research and academic work,” the statement read.

The unions held a meeting on June 8, 2025, where they all agreed that they would not accept any further delays beyond September 2025.

“We will not accept an extension of payments beyond September 2025,” they declared.

They explained that the Book and Research Allowance is not just a benefit, but a statutory entitlement under their Conditions of Service. It helps lecturers carry out research, improve their teaching, and contribute to knowledge development in the country.

But if the government does not act quickly, the unions will go on strike—just like what happened last year, which disrupted lectures and exams.

“If the government fails to commence the payment process by the 13th of June 2025, this will be considered a strike notice by UTAG, TUTAG, and CETAG across all campuses to the government,” they warned.

The unions are calling on the government to take urgent steps to avoid another academic crisis.

“We urge the government to act swiftly to avert any disruption to the academic calendar and to ensure that the welfare of teachers and the broader academic community is prioritised.”

The statement was signed by the national leaders of the three unions:

  • Prof. Mamudu A. Akudugu and Prof. Eliasu Mumuni (UTAG)
  • Prof. Uriah S. Tetteh and Mr. Samuel Jabez Arkaifie (TUTAG)
  • Mr. Maxwell Bunu and Mr. Fidelis Kamaayi (CETAG)

As the second semester approaches, many students and staff are watching closely to see how the government responds before the deadline. Another delay could throw the academic calendar into chaos.
