Government to Recruit 10,000 Personnel Across Security Services – Dr. Cassiel Ato Forson
During an interview with TV3 Ghana, the Acting Defence Minister, Dr. Cassiel Ato Forson, announced that the government will recruit 10,000 personnel across Ghana’s security services.
According to him, the recruitment will cover the Ghana Army, Ghana Police Service, Ghana Immigration Service, Ghana Prisons Service, and the Ghana Fire Service. He emphasized that the 10,000 slots will be shared across all these services, not for a single institution.
Nearly 60,000 Applied
Dr. Ato Forson revealed that the recruitment exercise attracted almost 60,000 applicants, but only 10,000 will be selected. This has raised questions about what will happen to the thousands who were not picked in this round.
Training Capacity Limits Recruitment
The Acting Defence Minister explained that recruitment does not end with selection. Every recruit must undergo proper training before deployment.
“We have training institutions, and you cannot recruit people without training them,” he said.
He added that Ghana’s training schools have limited capacity, and the government cannot exceed what these institutions can handle. Based on the 2025 fiscal year assessment, the government can comfortably recruit and train only 10,000 personnel across all the security services.

Budget Considerations
Dr. Ato Forson also noted that recruitment numbers are linked to the 2026 defence budget, which has been fixed at over GH₵10.7 billion. He said about 25% of the budget will be used for recruitment, training, logistics, and operational support across the security sector.
What About the Remaining Applicants?
Regarding the remaining applicants, Dr. Ato Forson explained that there is no immediate plan to recruit beyond the 10,000. Future recruitment will depend on:
- Budget availability
- Expansion of training facilities
- Government planning
Conclusion
In conclusion, during his interview with TV3 Ghana, Dr. Ato Forson emphasized that the decision to recruit 10,000 personnel into the Ghana Army, Police, Immigration, Prisons, and Fire Service is based on training capacity and budget limitations, not lack of interest.
The government remains committed to careful planning to ensure effective training, quality personnel, and national security.
